Your device's date and time are wrong

A clock that is off by more than a few minutes breaks the secure handshake.

Secure connections check certificates against the current time, so a device whose clock is wrong will fail to connect even on a perfect network. Open your device settings and turn on automatic date and time, then connect again. This one is easy to miss because everything else on the device appears to work normally.
